Certified Recyclable Material Collectors

To assist properties not serviced by the City of San Diego in choosing a recycling service provider, the City has developed a list of Certified Recyclable Material Collectors that a facility may use in addition to or in lieu of their franchise hauler. A private recycling collector must go through a certification process to be eligible to collect recyclables from a property. List of current Certified Recyclable Material Collectors.

To become certified, recyclers must complete an application, pay a $130 application fee, provide proof of insurance and agree to comply with the requirements in section 66.0714 of the Municipal Code. CRMCs will be listed on the City's website and in outreach materials related to the ordinance. Certification is valid for up to two years.  CRMCs not certified before March 11, 2018, are unable to charge customers for hauling services per section 66.0109 of the Municipal Code.

  • Recyclers must keep collection vehicles and containers clean and well-maintained.
  • Containers must be equipped with close-fitting lids, leak-proof, rodent-proof, and clearly identified as recycling containers, with the recycler's name and number and a list of materials accepted.
  • Recyclers must also submit an annual report to the Environmental Services Department.
